A bishop who ordains or consecrates a cleric is not responsible for the sins of said cleric. I have never seen anyone saying that Abp. Lefebvre is to blame if a few SSPX priests become child abusers.

His orders are not only doubtful, but not Catholic.
Bishops are certainly responsible for ensuring the candidates to be ordained or consecrated are worthy. If worthy candidates are sinful later on, of course that is not the fault of the Bishop.
+Thuc and his successors repeatedly choose the obviously unworthy though, that is an entirely different matter.
