Looks like the 80's. Not all of the traditional garb was cast aside by the 80's, and it is also put on for show sometimes these days. He still has that ugly pectoral cross.

I think it looks like an outtake of a photo shoot.

The text mentions 1992 and I think it may be when he was elevated to Cardinal in 2001.

Please don't post things like this. My cat already is arrogant enough without thinking that ascending to the Throne of St. Peter is a possibility.
