Objectively, there is nothing at all wrong with wearing a Rosary around the neck and outside the clothing. I think you are reacting to those who use the Rosary beads in a sacriligeous manner.

I once saw a woman, who incidentally looked like a prostitute, wearing her hair up in a coquetish manner adorned with a rosary. For me that was a complete turn-off. Asking the wearer why they wear Rosary beads could in fact be a good opportunity to engage in evangelising that person, that is if they are not wearing the beads for religious reasons.

There is absolutely nothing wrong with wearing the Rosary around your neck, unless of course one has a sacrilegious (or vain) purpose.  Keep it under your clothing, though, so that people do not look at you as if you are boasting of your piety.  Take it out from under your clothing, perhaps, if you are in danger or afraid.  Other than that, I can say that many Catholic warriors have worn rosaries around their necks into battle, and many of them were martyred.  This was a common practice in Europe.  The old Irish and German nuns in the US Catholic schools said that a Rosary should never be worn, since that is somehow treating it as jewlery; don't worry about that if your intention is not to treat it as jewelry.  This is truly a Jansenist attitude on the part of the old Irish priests and should be dismissed as such.

I have seen some saggy-pantsed ghetto denizens wearing rosaries -- outside their clothing -- in public before.  The suspicion that they weren't doing this out of devotion to Our Lady had crossed my mind.   :wink:
