Krems ... clues:
1) "So this is to be the "great revenge" of the terrorists, he heard them say.Certainly, what the Americans had done was not pretty. Even so, for someone to therefore immediately destroy an entire city, that was decidedly going too far! So the people spoke."
Given that it's perceived to be revenge for something American had done, which was "not pretty". Certainly the attack against Iran would qualify for something bad the Americans had done and for which the "terrorists" would exact revenge. Use of the term "terrorists" here suggests a programming of "the people".2) "It would seem to have occurred around noon (local time). If one considers however, that, in the early summer, it becomes light very early, that could be also in the morning hours. I saw all details clearly and with extraordinary clarity. Here (in Austria), there was yet no war at the time. When news of the destruction was being broadcast on the radio for the first time, I wanted to eat just a trifle (lunch)."
So he appears to be basing the "time of day" on his perception from Austria, where by the time the news was hitting in Europe, he was "wanting to eat" lunch, so just before noon, but possibly earlier, since it gets bright early in the Summer. Now, this clearly suggests that some news footage was making its way out, and it was already daylight hour in New York. I looked an sunrise on July 4 (not far from the longest days of the year in the North), and it was 5:30, which would in fact be about 11:30 in Austria. So, its being before lunch roughly sets the time of day, before noon in Austria, but also a time of the year, because evidently the footage he's seeing shows daylight in New York, and it's only around this time of year that it would be the case.
3) "The first explosive device exploded some buildings a distance behind a larger building standing with a wide entrance facing the ocean's shore. From the perspective of the Atlantic Ocean, these buildings seemed to be located somewhat to the south behind this larger building."
Now, this could help narrow down the location. He refers to a large building with a wide entrance facing the Ocean, viewed from the perspective of the Ocean. And the explosion takes place to the South of it (left of this building if looking at it from the Ocean). There's one building on particular suggested to me that has a "wide entrance facing the Ocean's shore".The UN Building ... and the entrance to the building is in fact on the wider side.

Now, from this angle, to the South and behind it would be around where the Empire State Building might be, and a bit further South from there you'll fine Wall Street. Now, while this view isn't technically from Ocean, but from the East River, it still can be thought of as generally being from the perspective of the (direction of) the Ocean.
