The Haydock Bible Commentary by Father George Leo Haydock, published in 1859.  Here is a link to an online version which is "interlinear" with the Douay-Rheims:  https://haydockcommentary.com/

It is available in hardcopy.  The commentary may be available as a "stand alone reference" but I've only seen it together with the Douay-Rheims text.

I think the best is by Cornelius a Lapide, but as far as I know only the Gospels are translated into English.

Catena Aurea is also good for Gospels. Unfortunately I don't know any good traditional commentaries on the other biblical texts.
