Yes, Bishop Fellay basically said that in his Australian conference back in 2016.  All "approved" Latin masses will be under the SSPX prelature.
I think this is the goal and why the neo-SSPX has become an extension of the Diocesan indult mass.

THAT is my biggest problem with the Society. There should be at least 5 or 6.
But if the neoSSPX is to have more bishops consecrated, it will have to do so with the blessing of the Conciliar Church:question of validity rears its head. Looking at the vehement protest the Neos exhibited upon the latest Resistance consecration tells me the neosociety is finished.  There will never be another Traditional Society bishop. It is just a matter of time before the funeral pyre hits flashpoint.
