The CMRI is nothing but a heretical sect.  It has no legitimate diocese.  It is essentially no different that a Protestant denomination. 
Protestants are our "separated brethren" so says Paul VI, JP2, Benedict XVI, Francis and Leo.  They can be saved just like CMRI and all Trads.

Catholic theology (v2) clarifies that a Protestant is not saved by Protestantism (such as doctrines rejecting the papacy or the sacraments), but rather in spite of it, through the mercy of God operating via the elements of truth and valid baptism shared in their communities.

Same applies to CMRI.

There are three ways a person can be joined, more or less, to the Church:

1. The Character:  By virtue of the baptismal character, a person is always joined in some way to the Church.  The character also, per se, subjects them to the Church's jurisdiction, unless ecclesiastical law excludes them.

2. Spiritually/Theologically: A person can also be joined to the Church spiritually, or theologically. This way of being joined to the Church is what I described earlier.

3. Canonically: This is what we usually mean by saying someone is a Catholic. This required being baptized in the Churchl or being legally received into the Church after baptism by a profession of faith.  Anyone who has entered the Church in one of these two ways, and has no publicly separated himself from the Church by joining another religion, or a non-Catholic sect (e.g., CMRI, SSPV, etc. etc. etc.) remains a Catholic, who is legally recognized as such by the Church.

To be saved, a person must die in the state of grace. That pertains to #2 above.
Well, yes... A non-catholic can be a Catholic. Don't you find this logic funny?

So, while Sedes profess the words of the Creed (as do the Orthodox and Anglicans), they mean something different, and hence they deny that article of faith.
Protestants reject multiple heresies and they can still be saved.  Praise Allah that JP2 (the Koran Kisser) told us so!

Impossible to know since grace isn't visible.  How many Trad heretics have you known to possess supernatural faith, hope and charity, and hence to be in the state of grace.  And if your answer is anything other than "zero," explain how you know they were in the state of grace.

I don't know any trad heretics. So your question doesn't apply to me. 

However, I assume that most traditional Catholics go to confession on a regular basis, and are therefore in a state of grace. 

Non-catholics, of course, cannot go to confession. They can confess their sins directly to God, and in that sense, it's possible that some can be in a state of grace. Similar to the Novus Ordo Folks - who are rarely reminded about the neccessity of going to confession (which you may call reconciliation).
