Busillis described him as just a puppet.  

I think Teleprompter in Chief may be a good description that I've heard elsewhere bandied about in a good natured way.  

On a serious note, though, is his obvious delight in abortion is a little troubling, he did say he wouldn't want his own daughters to be punished with a "baby" and he was one of the only IL state senators to vote against a "born alive" bill.
