They are going after Confession

This WSJ article is a pay site ( for me) but you can get the gist of the article by the first paragraph displayed.

Apparently , what these "network" homo pederast priests do with evil intent, is make sure they  "confess" their perverted sɛҳuąƖ abuses and crimes to a "good" priest, so their "secret" will be hidden under the seal of the sacrament, causing undue duress for the confessor (forever) and ensuring that their offenses never be told; extorting  the life of the good priest and mocking the Sacrament. The evil goes beyond the abuse itself ( as if that isn't enough) by destroying the priesthood, putting the seal of confession at stake and the ultimately their real goal, total collapse of the Church.

Is the only possible "solution"(?) , and it's not much of one, is if a suspected, known "priest" goes in the confessional, or if the confessor begin to hear this particular sin that he dart out of the confessional as fast as he can to protect himself? What are the options or are there any?

The State will be going after Confession after this, no doubt.

"For your penance go turn yourself in to the police and admit your crimes. Will you accept this penance? If so, then I will give you absolution."  Is this a possibility for the "good" priest?

To my knowledge, yes, a priest can impose external actions like you mention as the penance. The penitent is free to ask for a different penance, too, and can go back to ask for a penance changed, even to a different priest if the context is adequately explained.

The seal remains regardless of absolution.

He can of course, but the seal still remains.
