I'm not sure where you get the "all" part of "with all the bishops of the world". Seems to fall short.

No, it is a consecration "especially" of Russia and Ukraine, with a shout out to all of humanity, the Church and the world. As a member of humanity, the Church and the world, but not Russia or Ukraine, I welcome the shout out.
Nor is there any notion of making reparation for the blasphemies against the Immaculate Heart of Mary. This is merely a prayer of petition (not reparation) asking for peace.
I've noticed a lot of new conditions popping up over the past several days. The prayer itself does not have to mention reparation for blasphemies against the Immaculate Heart. That is the intention of the related first Saturday devotion. All that is required for the consecration is that Russia be consecrated to the Immaculate heart by the Pope and bishops of the world.
This seems to fall short.
What is required element of the Consecration is missing?

I would also have felt better if they thought to mention Our Blessed Mother's name. "Mother of God, our Blessed Mother Mary". Otherwise, whose to know if by "Mother" Bergoglio doesn't mean Pachamama?
