Sauder's book on this is truly excellent. Full of source materials/docs.

He makes a compelling case, bot from an engineering perspective, and regarding the financial shenanigans that must be taking place to allocate the massive amount of money required for such facilities while keeping it 'off the books' from public scrutiny.
