    I think you are the one confused ChantCD.   There is no evidence that exercises may have hindered the military response.  There was ample confusion yes,  but your suggestion is grossly inaccurate.  

    There was already 2 F-15's out of Ortiz, Mass. at 8:46am, from an order given at 8:37am.
    Edited:  Also, 3 F-16's where already in the air in an exercise over North Carolina and could have been over Washington before 9:00am.

    Furthermore, the suggestion that reviewing procedures will take precedence over responding to a threat on national security really show how deep down the rabbit hole you are.  I'm discouraged.
