The Ruskies exploded an 85 megaton thermonuclear device in Novaya Zemlya on 30 Oct 1961, killing countless field mice and maybe a few wolves, but otherwise demonstrating that they could incinerate megoplexes for pennies on the dollar. Why they would need to initiate some hair-brained scheme to drown New York with a tsunami does not make any sense here. This plan WOULD make sense if Russia wanted to initiate a stealth attack. Wiping out New York and attributing it to mad idols is lifting a page right out of the Pentagon playbook. The US deep state routinely either diverts moisture from regions and instigates drought or, conversely, drops "rain bombs" that cause flash floods in minutes, while all the while the propaganda people blame it on "global warming" or "climate change". Of course, toying with the weather does tend to really screw things up over time. Just ask the folks at Oroville dam or along the Gulf coast, or the folks in Greenland that watch rivers of melting ice sweep their towns away.
