I think they do need something actually dramatic to turn the PR tide that had turned massively against the Jews, back in favor of them and against the Arabs / Persians / Muslims ... and having 25K Jews wiped out with a nuke (evidently about 30% of residents in Manhattan are Jєωιѕн), which the narrative will claim targeted the city precisely because of the high concentration of Jews, that would likely do the trick.
