Reporters Without Borders (https://rsf.org/en/news/israeli-military-asked-explain-how-gaza-media-building-came-be-hit-explosion) and the Committee to Protect Journalists (https://cpj.org/2009/01/another-media-building-hit-by-israeli-fire/) condemned the bombing and noted that the Israeli military had contacted Reuters (which had an office inside) “minutes before the attack to confirm the location of its Gaza office,” and had explained it would not be targeted.
