England has the world's 4th largest military budget.

France has the world's 6th largest military budget.

Germany has the world's 9th largest military budget.

Italy has the world's 10th largest military budget.

Whether the EU is a sleeping giant or not, I dont know. That depends on how they plan to use their military. I do know that the EU, if taken as if it were one state, is a super power. It is currently integrating the states more and more every day, with the intention of creating a united states of Europe. It would be a good thing if the governments were not so evil. But they will fall under China's influence economically and will be forced to be more passive in international affairs.

And the United States not only has the largest military budget in the world, but also spends more than numbers 2 through 12 on that list combined.
