When I was in San Francisco, I stayed at the Hyatt Regency San Francisco
at the Embarcadero. Across the street on Market Street is the San
Francisco branch of the Federal Reserved Bank.
The lights in that building are on all night long, and I believe that
through the night the night crew manipulates  foreign currency and the
prices of Gold and Silver.
With sophisticated computers with people can do almost everything.
