I was looking at one of the Ruthenian bishops and his episcopate can be traced back to Tisserant who was the secretary of the Congregation of Oriental Churches. I am curious as to what rite was used. I have seen photos in Rome of JP II consecrating bishops and there was a Chaldean and he used the 1968 rite. Paul VI also used the 1968 rite while consecrating a Syro Malabar bishop. However, Roman bishops were consecrated in the same ceremony while the bishop in question was consecrated alone by Tisserant and 2 other Roman bishops.
