Their obsessive compulsion to keep returning shows a cyclicity that adds confidence to (1) on medication/off medication and (2) bipolar disorder considerations.

Typically bipolars hate to be diagnosed and hate even more being efficaciously treated.  They love the "high" of their manic phase and will not generally seek help until it is forced upon them.

What *really* seems crazy though is thinking you can "diagnose" a person via the internet, with no credentials to do so.
