Well, it turns out the car was not stolen, it was towed. At first my dad called and they said it was not towed, but he called again and they said that it was towed. Well that is a lot better than being stolen.

Yes. 200 dollars for the tow and 95 dollars to the city. Apparently my dad was blocking a driveway. He was only there for a couple of hours. And he said the driveway was full of snow so that it was impossible for the driveway to be used anyway. It seems messed up that you can tow away another person's car and make them pay three hundred dollars just because they are parked a few inches too close to your driveway.
