Regarding Chalice/Paten Consecrations

Can a priest consecrete a chalice, or must a bishop do it? 

Can Mass be said with an unconsecrated chalice?

I don't know when such consecrations are normally done, but it must be difficult with so few bishops.

I would imagine it's done preliminary to ordination in most cases, since the traditio instrumentorum was considered an extremely important aspect of the Traditional Rite of Ordination.  Unless something unusual happens, e.g. theft, loss, or damage, I believe that most priests use the same chalice throughout their lives, although I believe some will have a less expensive one for a backup to use for travelling, etc.
