  • I speak of the Latin Mass of course. I've never gone to one.

When people pray it there, do they pray it mentally or as quiet as possible while still moving the lips?

  • If you do so you should pray it mentally. Praying the Rosary is a perfectly fine way to assist devoutly at Mass (provided that you pay attention to what is going on at the altar during important parts like the consecration), though some may look down on it.
"There's a mix of passion and shortsightedness in me, even when I'm positive that I'm doing my very best to see things for what they are, that warns me that I'll never know for sure. Undoubtedly I must follow the truth I can see, I have no choice and I must live on; but that is for me only, not to impose on others." - Fr. Leonardo Castellani

So you would never "whisper it," moving the lips?

  • When I was a student in Catholic school, I was taught if you pray the rosary during Mass it should always be the Sorrowful Mysteries, because that is what the Mass is, the Passion of Christ.
    Please pray for my soul.

I guess you could but it might be [distracting] to others.

If it's not distracting to others, it's better to move the lips and let some air move pronouncing the words of the Rosary.  When a priest says Mass, he must speak the Mass prayers with breath moving over his vocal chords during the consecration or else the sacrament isn't valid.
