Antiphons in pre-1960 rubrics versions of Breviary

In such versions as that of the Divino Afflatu reform, is the antiphon only partly sung the first time before the Psalm, for I have seen such in texts before?

You are right. It pertains to the Divino Afflatu and earlier practice. In offices of semi-double (semiduplex) rank and lesser feasts, only the first part is intoned at the beginning of the new psalm.
