Bishop Peter Hillebrand

Does anyone know much about this bishop? All I know is that he was consecrated by someone with old catholic lineage and then was conditionally consecrated by Bishop Moises Carmona. This one site that tracks episcopal lineages claims that he is active in Kyoto, Japan. Is this dude even alive?

I think that something is not right if they have to keep getting conditional ordinations and consecrations.
