What St Paul is saying here is that the primary duty of the priest is to be a mediator between God and man. Of course, saying Mass is the apex of that duty, but not the only one. Note that the priest, and even the deacon, is obligated to say the divine office, but the priest is not obligated to say Mass. Also note that the sacrament of Holy Orders occurs in degrees, and that an indelible mark is placed on the minor orders (which, by the way, is a big, big problem for the Novus Ordo, as it calls into question the validity of their ordinations...).
