Fr. Hesse says some good things, but he was ordained in 1981 by Bishop Aurelio Sabbatini (consecrated in 1965) using the new rite.  And to my knowledge Fr. Hesse never received conditional ordination.  He should have for the sake of the faithful. One must ask the question, How did he miss something so glaringly obvious as the new rite of ordination? 
In one of his talks, Fr. Hesse talked about his NO ordination, saying:

"...I have been ordained, unfortunately in the new rite of ordination, but thank God in Latin, everything strictly by the book and +ABL said that would be valid, +Fellay said it's valid and Fr. Franz Schmidberger who is my present superior in Austria says it's valid, and +Williamson said there's no need for conditional ordination..."

A nun I know, whose family was quite close to Fr Hesse and knew him for many years, told me not long ago that Fr Hesse had confided to this nun and her family that he had been conditionally ordained less than year before he had died. He told them to tell no one as long as he was alive. As an aside, this nun would go-to the FSSP from time to time for the sacraments.

Oh great, the new rite of ordination was said in Latin, wonderful. This is no different than the New Mass in Latin, the new rite of episcopal consecration in Latin, or for that matter let us read the New Code of Canon Law in Latin.  The words in the new rites do not signify what they ought to signify. The sacramental words do not signify what they once signified under the older traditional rites. 

When I was a seminarian under Bp. Williamson, he insisted that Fr. Brian Hαrrιson be conditionally ordained.  Fr. hαɾɾιson was ordained by Card. Cody with the new rite; and Cody was a valid bishop. I do not see that Latin makes any difference here. 

And if what Newbie says is true, that Fr. Hesse received conditional ordination one year before his death, this makes things more bizarre.  This means that Fr. Hesse entertained some form of doubt. I am not sure that the story is true though.

Before the SSPX stopped conditionally ordaining NO priests, they believed that the priests ordained in that rite were of doubtful validity because of the rite of episcopal consecration, not the rite of priestly ordination by itself. Since Bishop Sabbatini was consecrated in 1965, it would make sense that he did not have to be conditionally ordained. But you do mention later that he received a conditional ordination one year before his death, which seems odd.

Fr. Hesse is one of the greatest men of all time.
