Flags by the Altar

Most chapels I go to, and historical photos of churches I see (pre-V2) have the national flag to the left of the altar and the Vatican flag to the right of the altar.  I’m curious why this is done, and how this traditions began.  Does anyone know?

I thought flags in the sanctuary were an American thing. I have only seen it in photos (never a Vatican flag - always a US flag). I have never noted whether it was pre- or post-Vatican 2. It seems protestant to me, but I could be wrong.

I don't know where the tradition started either. Here's a photo of the altar in Our Lady of Guadalupe sanctuary in Guadalajara, Mexico. The Vatican and Mexican flags are on both sides of Our Lady.
