As for being a bishop and of the Thuc line as stated in the OP, based on an episcopal lineage diagram I have dated December, 2018 (which includes deceased bishops), I see no evidence that a Bishop Rossetti was ever ordained or consecrated via the Thuc line.

So, I too would be interested to know the answer to your questions.
Sounds like another child rapist who was posing as a traditional bishop.

Mark Rossetti was a ɧoɱosɛҳųαƖ man who lived in a relationship with Dr. Joseph Olivieri of Brooklyn, NY.  They were together for 13 years.

I also know for certain that Dr. Olivieri stayed frequently at Rossetti's home and they shared a bedroom.  

I suspect his was ordained by Bishop Macek, but that is not verifiable.  They were good friends, though, along with "Father" Albert Liberatore, who was brought to my home by a traditional Catholic friend.  

I have since become completely and totally wary of "traditional" priests.

This is prudent to a point.  Everyone should be wary of independent traditional priest and investigate them thoroughly before entrusting one's soul.  If Fanny is talking about the same person as CathMomof7 is talking about, this one was certainly not a "good, solid, priest, to the end" and no Catholic should have ever had anything to do with him.  Perhaps Fanny can show us that these were not the same people.

Well, he's gone now, so no longer a threat.  And his depraved inclinations commend him all the more to our prayers.

In the Horowitz Law link, Timlin was involved yet again.  After he was suspended in 1995 for sɛҳuąƖly assaulting a 13-year-old boy, within 2 years, Timlin sent him to another diocese while assuring them that he posed no threat.

It seems like Timlin's diocese was a magnet for ɧoɱosɛҳųαƖ activity.  This makes one have to suspect that Timlin was part of a network  He repeatedly defended and covered up for KNOWN (not just alleged) ɧoɱosɛҳųαƖs.
