Why is the Last Gospel read by the priest in a silent voice at High Mass?

Why is the Last Gospel read by the priest in a silent voice at High Mass?
In the pre-1955 Missal at a High Mass everything said in the clear voice at a Low Mass was either sung, or if not sung it was said in the middle voice (the voice audible only to those at the altar). The clear voice was not used by anyone at a High Mass. Thus, because at Low Mass the Last Gospel is said in the clear voice it is said in the middle voice at a High Mass.
The 1962 Missal did away with the middle voice. However, as far as I know it was also directed that anything previously said in the middle voice at a High Mass pre-1962 was to be said in the silent voice thereafter. So that is why you would hear the Last Gospel said quietly at a High Mass.
