Yes and no: the Vatican does not recognize the SSPX but appoints SSPX judges

    The Vatican has appointed Archbishop Bernard Fellay in several cases as a judge and in one case even as a judge of second instance when he was the superior general of the Priestly Fraternity of Saint Pius Fellay revealed this during a conference in the Philippines on September 3. During his tenure, he collaborated with the Vatican courts when he had to punish a priest in accordance with Church law.

  According to Fellay, the "modern Church" recognizes the SSPX as "catholic" and calls it not "schismatic" but "irregular" - a confusing term used in canon law only to prevent a person from receiving or exercising holy orders. Fellay added that the Vatican would not give the SSPX canonical status until it accepted the Novus Ordo and the Second Vatican Council. The SSPX has no intention of doing so.
