Is this something new for the SSPV/Father Jenkins?  After listening to the portion of the video that you cued up, he is saying something along the lines of ...."IF he has the Catholic Faith.....".  It's always been my understanding that the SSPV has never been 100% sure of anything.....well, except for those Thuc consecrations!

I don't understand the question.  Father Jenkins is making the appropriate distinction.  In terms of judging heresy, we go by what we see in the external forum, and Father Jenkins clearly explained that Francis does not profess the Catholic faith.  What he's speculating about is the possibility that he may, in the internal forum, have supernatural faith.  As St. Robert clearly explained, all we can go by is what is MANIFEST, as the Church makes no judgments regarding the internal forum.

No, this isn't just the SSPV.  There's the famous theological maxim, de internis Ecclesia non judicat ... that the Church does not make judgments about matters in the internal forum.  So it's not just the SSPV, but even the Church in general, that makes no judgments about the internal forum.
