They couldn't do that hear as most of our indigents are uncivilizied, criminal, or mentally handicapped and would quickly lead to dangerous conditions for normal people.

In Texas for $640/mo he could have a nice, 3 bed/2 bath doublewide trailer (about 1500 sq. feet plus or minus) with 2 acres of land!
