China built the ghost cities for future housing of survivors of the coming global pandemic (which will be the scapegoat for "causing" the collapse, hence the diversion away from the Bankersteins and their cohorts who engineered the collapse). The currently inhabited cities will be napalmed to help stop spread of the pathogen. Everyone trapped in the cities will die, and the cities will be laid to waste. Those who happen to escape infection and the cities will, ultimately, be relocated to the "ghost cities".

It's also no coincidence there has been a huge ongoing economic power shift from West to East. All of the Global Chess players are protecting their investments in China, hence the building of "ghost cities".
