I’ve heard the quote “Once there are no more valid priests, they’ll allow the true Mass” used regarding Summorum Pontificuм several times before. Does anyone know the source of this quote?

The quote is at the top of the page here https://www.traditionalmass.org/images/articles/NewEpConsArtPDF2.pdf
From the link:
“Once there are no more valid priests they’ll

permit the Latin Mass.”
— Rev. Carl Pulvermacher OFMCap
Former Editor, The Angelus

Considering that they want to erase the TLM, for it to be a completely forgotten memory, seems like that's an odd saying.

Not really.  People will think they are assisting at a latin Mass but it won't be valid because the "priest" is not a priest.  There will be no real sacrifice and no grace.

…do this in memory of Me

There will always be at least one priest - the church is incapable of defecting
