Foreign wars are a different situation.  I'm aware of the cloud seeding for those purposes.
I have no idea what this means:  "they can use it to drive people out of rural areas they want off limits as planned with UN's Agenda 21."  Again, why?

Our government is not our ally unfortunately.  They are dismantling our government and creating world government right before our eyes.

The World Economic Forum and UN are in control and have very detailed plans they are carrying out.

They want everyone in their smart cities. It's much easier to control people when they're dependent and contained in a city as opposed to the autonomy offered by rural areas.
No one's interested in eating off the land any more?  We will eat artificial "food?"

The goal is not unlike the Chris Evans film "Snowpiercer" that came out a few years ago (good movie). In it, you have people separated into castes, with the lower castes working and subsisting off of these "protein bars" (I won't spoil this) in order to keep this train moving. While the controllers or elites live in luxury. It's a good encapsulation of just what these psychopaths envision for our future society in these "smart" cities.
