Yeah, HAARP is definitely a possibility.
I don't watch Faux or any mainstream media Mockingbirds, but I was surprised to hear they would report (admit) something like this (http://www.foxnews.com/science/2013/07/23/cia-wants-to-control-weather-climate-change/print).

Yeah, a few nights ago, we had a very strong wind come down from Kansas. In my neighborhood wind speed reached 76 miles an hour. Knocked down a lot of tree limbs and put half the city out of power. I was amazed and freaked.
I spent the next morning sawing half-downed tree limbs off some phone lines in my backyard.
