The tool certainly makes a difference.

I am amused that $5,000 custom pistols (e.g., http://wilsoncombat.com/new/handgun-tactical-supergrade.asp ) are proud to guarantee accuracy of 1" @ 25 yds (approx 4 minutes of angle).
