Nearly all theologians agree that only the baptized are members of the Church; it's just that many claim that people can be "inside" the Church without being members of the Church. I call this "undigested hamburger" ecclesiology, just like food can be in the stomach without having become part of the body.

The Church teaches that to be a member of the Church one must be baptized, profess the True Faith, and not be cut off from the Church by legitimate Ecclesiastical authority.
In the internal forum one can be a Satanist, but outwardly still be a member of the Church.
