How many thousands of gallons of water are you pumping? Because I'm familiar with pumps, and I didn't think they sucked that much power. I use a 120V "utility pump" connected to a garden hose to pump out my pond (to water my trees each year), etc.
In fact, I hooked up one to my Kill-A-Watt meter the last time I pumped, and it was definitely well under 100W, though I can't remember the exact amount. I run mine for hours on end, sometimes multiple days! The pond holds a lot of water, and we have a lot of fruit trees.
They make 12V pumps, which would be easier to run off-grid and probably more efficient.
I have the same problem as you, except it's my root cellar (separate from my house, under one of my sheds). I call it "root cellar" but it's more of a fallout shelter. 7' by 14', 9.5' deep (more than the average room or basement height -- a very tall "ceiling") with a staircase at one end, and 1 emergency exit in the ceiling at the other end. I don't use it much. I might use it to gather water in a collapse scenario; the water is very clear percolating through the concrete walls. Basically it's a cistern! I tried coating the outside with tar, etc. but you can't beat nature. Water is going to get in.
100 watt solar panels are about $100. Relatively cheap in the scheme of things. I agree, making your own system is smart, it's not rocket science. Unless you have PLENTY of money you can just throw at it for a turn-key solution. But if you ask me, those systems are for "other people" -- retired baby boomers who want to be prepared, who have a lifetime of money-earning behind them, who have large nest eggs, and perhaps have low technical knowledge and/or not enough time to learn something as simple as a solar panel 12V off grid setup. Keep in mind that "energy security" is only ONE aspect of being prepared. You have other departments to learn about and acquire supplies for as well. So I understand why some people of means would want an easy, turn-key solution. But nevertheless, it's not rocket science.
Don't get a $15 charge controller though. That will only handle 1-2 panels, and will be cheap in quality.
