I agree. Having alternate mean of communication is good under any circuмstances.

For about $25 one may purchase Gordon West's Technician level exam guide. A few evenings will allow anyone to pass the entry level ham exam.

After passing the easy exam, for about $45 one may purchase an inexpensive but perfectly serviceable Baofeng radio and get on the air.

Of course, like any hobby, fishing, golf, whatever, you can spend more time and money.
