This article is scary. I don't see how a tsunami can affect Seattle, since it isn't anywhere near the coast. It's on Puget Sound, but the Tsunami would have to travel from the Straight of Juan de Fuca between Canada and Washington state, and by the time it gets to Seattle it should be small. I suppose there's a danger from the water level rising, though, in any case. The damage from a 9.0 or greater earthquake in Seattle would concern me more (since I live in Seattle, west of I-5).

How is 'major' defined?  What is the threshold?
I've been through 2 7.0 earthquakes w/aftershocks (and many others on a lower Richter scale measurement) which I think qualifies, and neither caused any significant damage or injury.  It was in an area that, like SF, builds to quake standards.  

As an aside, animals really do telegraph that earthquakes are imminent. Our pets started behaving very oddly, then went into hiding, hours before each one hit, whether a large or small tremblor.  So when they disappeared, we knew to take precaution.

I moved to CA in 1967 and heard these predictions back then, and they are STILL predicting the "Big One".   One day it will happen but I do not believe they have any reliable way to predict them currently.

I'm fascinated by animal behavior due to work in zoology.  Your story syncs with general consensus (and my observation) about animals/natural disasters.  Remember the wildlife that fled to higher ground prior to the Sri Lanka/Sumatra tsunami?  The elephants actually trumpeted.  I had the pleasure of working with some scientists who study the communication of elephants; i.e, ultra low frequency rumbling to each other, and "hearing" vibrations though their feet, which would explain their sense of the tremendous earthquake that caused the tsunami.
After the destruction - death estimate ~220,000 - very few animal carcasses were found, and of that number, most were domestic animals who could not flee.

The CNN report you cite goes to a pattern of announcement prior to certain events.  Since that source is a cia operation, such a drastic message is likely not a mistake, but there was some purpose to it.   When did this happen RC1958?
