Deo gratias! I've never heard of it being a fatal disease before. Wow. That makes stray cats life so difficult.

You better get him vaccinated for rabies. Looking at his left eye, he may have distemper.

Georgia law requires him to be vaccinated for rabies. You brought him to the vet, why didn’t the vet vaccinate him?
