This is basically the same thing as the
Raines Sandwich. During an early attempt at Prohibition, there was a law called Raines' Law that required people to buy food if they ordered a drink in New York City. Someone noticed that you didn't technically need to eat the food, just that you had to order it. So this gave birth to the Raines Sandwich, a sandwich that was given to you when you ordered a drink, and was taken away as soon as it was given to you, to be given then to the next customer that ordered a drink "along with a sandwich".
More ways that the ingenuity of people have come up with to circuмvent social and petty government tyranny. If only we had a Christian government, we wouldn't have to do silly things like that just to get the boot off our neck.
