I've never heard of such a rule. This is incredibly poor customer service. Banks are getting worse and worse about the petty ways in which they treat their customers like dirt. Unfortunately they have a monopoly because the federal government basically runs them. This is the kind of contempt people get treated with when they are in a government-run institution. Like the DMV if not worse. Socialism creates a hell on earth for everyone.

I have had to do similar actions many times.   

How many of us have purchased extra sale items online to avoid shipping, only to return the extra items in-store?

This is basically the same thing as the Raines Sandwich (https://www.atlasobscura.com/articles/raines-sandwich). During an early attempt at Prohibition, there was a law called Raines' Law that required people to buy food if they ordered a drink in New York City. Someone noticed that you didn't technically need to eat the food, just that you had to order it. So this gave birth to the Raines Sandwich, a sandwich that was given to you when you ordered a drink, and was taken away as soon as it was given to you, to be given then to the next customer that ordered a drink "along with a sandwich".

More ways that the ingenuity of people have come up with to circuмvent social and petty government tyranny. If only we had a Christian government, we wouldn't have to do silly things like that just to get the boot off our neck.

This wouldn't work.  There are actually postal regulations on how high a street side mailbox must be and how close to the road it must be.  The post office may deliver mail for a time, but will put a copy of the regulations in the mailbox with a suspense date when they will stop delivering to that address.  Note that a mailbox doesn't necessarily have to be completely within the regulations, but if the mail-lady has any difficulty with the reaching the mailbox, she will measure.  I know this from personal experience.
