I agree with Alex. Make up is an art form, a form of human expression, and it's not intrinsically wrong but depends on cultural norms and the context in which it is used. I would draw the line clearly on mutilation of the body, such as tattoos and piercings, as being immoral because the body is a temple of God and should be left intact. Plastic surgery for cosmetic reasons is equally wrong, but I think if it is corrective for functional problems like cleft lip, or after burns, and so on, then it is therapeutic and therefore moral.
If the intention of a woman wearing make up is to deceive, then she is lying, just as saying something, be it true or false, but with the intention to deceive, is lying.
