Unfortunately this seems to be common behavior among young blacks.

Playing chicken with traffic.  One of those issues people are afraid to complain about for fear they might be called racist.

  a boy in neighbourhood of my grandma is 16, invalid (his legs are challenged) and ofcoarse without a driving license. One night my grandma woke up at 3am. The boy was shouting outside becuse he wanted to drive a car and his mom wanted to keep him. People called the police and it ended. Yet there were people who sided with the boy, saying that it was not that bad! "boys will be boys."
  And it is insane for any person to go driving in such an hour, with abnormal legs, 16 year old and without license!!!!
