I don't think the dude gives a rip about the Russian people, but instead was just getting a manipulative dig in.

I certainly wouldn't take his word about what Matthew has or hasn't done either, or if it is shown that M has done as charged I'd not be to ready to conclude as to why.

Being I'm not "techie" I couldn't say exactly what the ins and outs are, but I do know that IP addresses originating out of Russia are blocked by Mattew... and I can understand why as a whole.
