The paragraph we had been thinking was the most important, #11,
Fr. Pfeiffer here says it is the least important because it is next to
meaningless.  That is because the whole point of it says that they
will "follow providence" which could be anything.  


Tainted with error means there is no error.  
When they say that Vat.II is "tainted with error" it means there are
no errors in the Council.

The cause of the error is in the Council means there is no error in
the Council, only the cause of error is there, but the cause is not
the effect.
