I do admit to being somewhat perplexed by this rumor, and wish His Excellency would have commented upon it (see min 19:00) a bit more.
As it stands, he could be taken to imply that Fr. Pagliarani wants to keep Bishop Felly out of Italy because...
1) Fr. Pagliarani is trying to turn back the clock on Bishop Fellay's ralliement (a frustrating optimism His Excellency has voiced elsewhere, despite all the evidence to the contrary)
or
2) Fr. Pagliarani simply wants to be the front-man between the SSPX and Rome, whereas Bishop Fellay is unwilling to relinquish his prestigious and powerful liasonship in that capacity.
And of course, in making such comments which could be taken in the first sense (precisely because of all the evidence running in the contrary direction), Bishop WIlliamson reignites his own funeral pyre in the minds of the Pfeifferite/Hewkonian conspiricists that in fact he is working in tandem with Bishop Fellay (and Rome) to stunt, without killing, the Resistance.
Watch the Catacombs forum: It will not be long before they proclaim this!
That aside, I have also heard the theory that Bishop Williamson is being fed false information, to discredit him: The Bellaigue account, the identities of the SSPX emmisaries of Fr. Pagliarani to Rome for doctrinal discussions (negotiations), the prediction of a new bishop consecrated for the SSPX, and perhaps this account. Those (mis?)informations are best kept under the table, since when they don't come to fruition, less heed is paid to the promulgator of those rumors (and not just on those issues).
