With each letter, Vigano goes further and further. I believe he is doing so incrementally in order to be heard by his intended audience of N.O. conservatives.
If you have ever attempted to deprogram a brainwashed person, you realize that it has to be done incrementally, otherwise the cognitive dissonance is too overwhelming and the person will reject the overwhelming information which is causing intolerable discomfort.
